The Center for Equity for English Learners (CEEL) at Loyola Marymount University is committed to engaging with diverse stakeholders to strengthen and build a diverse bilingual educator pipeline, from pre-service to in-service, to achieve the goal of biliteracy and bilingualism for all children. Bilingual teachers and leaders need knowledge, skills, and abilities that support quality implementation of research-based biliteracy programs for Dual Language and English Learners. Bilingual Authorization Program Standards

With the support of the Sobrato Family Foundation, CEEL convened a statewide Bilingual Teacher Preparation Work Group with representatives from the University of California, California State University, and private colleges and universities to support the California Commission on Teacher Credentialing’s (CTC) plan to update the CTC Bilingual Authorization Standards. This Content Analysis White Paper is intended to be a resource to the Bilingual Authorization Work Group/Expert Panel in the Standards “Refresh” process that will begin in May 2020. It was developed in the spirit of collaboration and mutual support in our common purpose to prepare the most highly qualified, bilingually-authorized teachers that our TK-12 students deserve.
